Alternative Energy Advisory Committee Membership and Charge

COMMITTEE MEMBERSHIP

The Board of Selectmen shall appoint a committee to be known as the Alternative Energy Advisory Committee, hereinafter referred to as the Committee. Said Committee shall be composed of five (5) individuals, appointed on a three (3) year staggered term, who possess knowledge, experience or interest in alternative forms of energy (solar, wind).

COMMITTEE CHARGE

The Committee shall assist the Town Administrator and Board of Selectmen on the investigation, research and consideration of siting and utilizing alternative forms of energy for municipal purposes, or the generation of energy for sale, resale, or distribution to or by commercial or nonprofit electrical suppliers, wholesalers or distributors.

The Committee’s work shall include, but not be limited to the following: 1) Assist town officials with the investigation, research, evaluation and feasibility of siting and/or utilizing alternative forms of energy for municipal use and/or commercial production;

2) Assist with the identification of municipally owned properties that may appropriately support the siting of alternative energy projects;

3) Solicit and receive community input regarding citizen interest and support on the utilization and generation of alternative energy and the siting of structures related thereto;

4) Meet with local, regional or state officials and attend area conferences/seminars (subject to funding) sponsoring/hosting alternative energy issues or programs.

5) Assist with the preparation of a financial analysis on proposed alternative energy projects, including identification of current/future town departments to be served by the project(s), the energy needs of said departments, estimated cost of project construction, estimated cost of energy savings or selling of excess energy, and other pertinent issues related thereto.;

6) Assist with the development of short and long range goals and objectives, and operational and capital project planning and budget process for the utilization of alternative energy and the siting of alternative energy projects;

7) Provide periodic reports to the Town Administrator and an annual report to the Board of Selectmen on Committee activities and projects of interest;

The Committee shall meet at least on a monthly basis, and a majority of members must be present for the Committee to meet and conduct any business scheduled before it. All meetings of the Committee or any subcommittee established by the Committee are to be held in a public location, properly posted and open to the public, in accordance with the Massachusetts Open Meeting Law. Minutes of each meeting shall be prepared and approved by the Committee within thirty (30) days after said meeting and distributed to the Board of Selectmen. Committee members shall be mindful of their attendance obligations at Committee meetings as identified in Section 5-10 of the Town of Dennis By-Laws.

Failure to attend meetings.

Where not inconsistent with Massachusetts General Laws, any appointed official who is a member of a multi-member board, committee or commission may be removed by the appointing authority after a public hearing for failure to attend more than three consecutive meetings. Failure to attend, if not adequately explained to the satisfaction of the appointing authority, shall be considered cause for removal.
